Where exactly do I need to edit? For example, I do not want access from the Netherlands and America.

You need to download patch and compile Linux kernel.

https://www.maxmind.com/en/geoip2-precision-country-service also try reading this, it is helpful.

Do that or paste ban commands to your terminal directly but IP blocks are too much so your server may not respond for a while. (These commands will ban all the US and NL IP addresses from your whole server, so your server may not be able to connect servers in US and NL)

Well if you want only in teamspeak u can use it and more easy for you.
But you want in all of your server using firewall you can use iptables and ipset.
